We will be removing “Guest Access” from our Members section of our Bulletin Board as of Friday, October 2. If you wish continued access, membership in the BBP is only $49 a year, less than a dinner for two out on the town. With membership, you have full access to all of our website including the Bulletin Board, Information on flight planning, airports, Central America, fuel prices, etc. And in addition, you will receive critical alerts as warranted regarding fuel, airport closures, etc. as part of your membership.

June 17, 2009:
Early this morning, a fire of unknown nature broke out in the kitchen of the Hotel Serenidad. The entire kitchen was consumed by the fire, the roof is gone, and it is a complete rebuild. The lobby, dining room, office, etc, suffered some smoke damage but I am told that it was very light.
The Hotel is in the process of setting up a temporary kitchen and hopes to have the service restored in the next several days.
There were no injuries and I am told that the guests at the hotel are going downtown to eat.

Concerns about actions of CBP regarding several eAPIS departures from US - 6/4/2009
The BBP has received documented reports of several incidents where pilots preparing to depart the US on a flight plan with eAPIS experienced delays and in one case, a frightening experience.
When reviewing these reports, in every case the pilot was told that the search was a random ramp check however, in reviewing the documentation, it seems that it was a lot more than random.
We have worked well with the DHS in the past in an aggressive and truthful manor. If the reports are true which I have no reason not to believe and they were random ramp checks, then we should have concern regarding our rights. Actions by CBP in these reports do not indicate a random ramp check.
But if the check was because of a problem with a person, pilot, or aircraft, CBP should indicate that this is the case….

eAPIS Alert - 5/11/2009
STARTING NEXT WEEK, MAY 18, 2009
That you will need to have an eAPIS account and file an eAPIS request when crossing any US border
That if you don’t have an account, DHS indicates it takes about a week to get one. Plan ahead, get your account now so that you can go when you want to go.
If you are departing the US on or after May 18, you must have an eAPIS approval before departure.
To return to the US on or after May 18, you must have requested landing rights in the US via an eAPIS request as well as have verbal approval from a CBP Officer at your US Port of Entry.
That CBP will check when you arrive back in the States to confirm that you filed outbound. If you did not file outbound, (if you blew out) you have violated the law and penalty action will be taken against you.
Always carry your eAPIS replies with you. If you don’t and there is a question, you can prove your point that you did what was required i.e. have the required landing rights permission(s)
And that your password must be changed every 6 months. From one of our members, “I use the same password by basically changing the last number every 6 months i.e. xxxxx1, xxxxx2, xxxx3, etc.” Great Idea….

Letter to DHS - 4/21/2009
May 18 is only about four weeks away. At that time, all border crossing will require an eAPIS filing with response from DHS giving permission to cross the border both ways.
We have been talking to DHS at the management level and have provided a short list of major concerns that we have regarding the eAPIS software and procedures.
We have posted this letter so that both Members and non-members have access....
And we only have three aircraft for our Catorce de Mayo trip. (May 14) we need a couple of more if we are to do the trip.

According to industry sources, the Transportation Security Administration (TSA) has issued a security directive that extends requirements for background checks to be performed on general aviation pilots based at airports served by airlines.
Pilots who are based at air carrier airports and have not already had a background check and received an ID badge will have to do so next year in order to continue to have access to their airport. Based pilots who have already submitted to the checks will not be affected.

More on eAPIS - 12/17/2008
Regarding eAPIS, we have provided all with information as it came down at yesterday’s meeting in Washington DC. We have a good handle on it, have published the “first” report of the meeting, and will be providing more information as we put it together.
I have to request that you do not call or e-mail the office regarding questions on this issue until at least Friday when I get back. Claudia and Kim are buried with calls regarding this subject of which they have little information.
Again…. Please hold off as there will be more information and examples provided.
If you are traveling between now and May 18, you don’t have to do anything different than you do now. However, you need to look at eAPIS as after that date, you will be required to follow the new rules.
To register for eAPIS, go to: https://eapis.cbp.dhs.gov/ Upon registering, you will get confirmation that you are registered and that you will get more information in about five working days from December 19. If you have already registered which, according to CBP, about 1,600 persons already have, it is the same. You will get access in about five working days. You do not have to re-register.
And, please remember that we are only the messenger. America´s Department of Homeland Security has deemed that this rule is necessary. With the support of the flying public, we, along with other aviation groups, have been able to make some changes that make the rule workable.

A meeting was held today at the above address to discuss the new eAPIS rules for private aircraft regarding border crossing.
In attendance were Eric Rodriguez, CBP; Craig Spence, AOPA; Jack McCormick, BBP; and via telephone, Rick Gardner, Caribbean Sky Tours (CST).
All agreed that AOPA, BBP, and CST need to work together to document guidelines so that there is less confusion as to how this new requirement works and the impact it will have on private aircraft.
Upon first blush, it is not as bad as most have feared. There are additional requirements that must be met however, with the new rules, there are some advantages that the pilot gains.
I am asking that all look at the rules in an objective manor.
Yes, it will mean more work for the pilot and passenger.
Yes, it will add benefits for the pilot.
And yes, without the input from thousands of both BBP members and the flying public, changes were made by CBP to make the rule work.

Homeland Security published its final rule on 0064. Changes that were made based on our input made the final rule workable.
Right now there are more questions than there are answers for and we expect to be working with Homeland Security, Lockheed Martin, and AOPA to work out the guidelines.
The rule goes into effect in about 30 days and will be enforced in 6 months. Permission for departure is through eAPIS of which I have already signed up for. It was simple and quick. All private aircraft flights that cross International borders must have departure permission.

Rocky Point Fly-In Information - 11/10/2008
Time for arrival has changed. The BBP will be at the airport from 8:00 to 4:00 to work aircraft. The airport closes at 5:00. See attachment for more details.

Friday, Alamos Airlift - 10/17/2008
Regarding what you can bring in, anything goes. I did check in through MMCN yesterday and Customs did take a quick look at my dated meds, bags of used clothing and, ate two or three of my strawberries (I had a flat) before signing me off.
Regarding landing Alamos, call the Tower on 122.8 about 5 miles out. You will be given landing directions. Depending on the wind, we hope to use 12 so there will be little backing taxing. Figure on either a right base or straight in depending on direction that you are coming from.
Landing, Parking, and Visa fees have all been waived. We are unsure if there will be a fee if you don’t have a multi Entrance Authorization Form.
Be sure to bring bug repellent. It is not bad but….
Upon landing, you will be directed to a parking spot where your donations will be loaded into a pickup and transported into the hanger for sorting. You and your crew will be transported to the hotel after doing your flight plan work. Yes, even though there are no fees, there is still paperwork.
And, please, I understand there is a little press from the Republic newspaper in Phoenix, if someone could bring a copy or two it would be appreciated

Rocky Point Fly-In - 10/14/2008
The city of Rocky Point, along with hotels, restaurants and the Puerto Penasco airport authority, have invited pilots and their friends to their first annual "Rocky Point Fly-in". And, at a rate that is unbelievable or, as some like to say, "Almost Free". As a matter of fact, if you consider the lower price of avgas in Mexico, the trip could be free.
Working with the city, the Baja Bush Pilots has agreed to handle much of the promotion, print up the meal and 2 for 1 drink tickets as well as take reservations for this exciting and fun extended weekend.

Mulege is OK - 10/13/2008
Don Johnson just called to indicate that Mulege got by with just a little rain. The town is OK, the runway is in perfect shape, and the sun is shining. He said two things, the first to come on down, everything is great and second, that his heart goes out to the people in the Alamos area. With memories of Hurricane John still fresh in his mind, he fully understands the trauma that they are experiencing.

“Alamos Airlift”, a relief effort - 10/13/2008
“Alamos Airlift”, a relief effort
There is major damage and loss of personal belongs for the people of Alamos. At the request of Jim Swickard, owner of the Hacienda de los Santos, we will be putting together a relief flight to provide support to those that have lost homes and / or loved ones to Hurricane Norbert.
Needed are cloths, jackets, blankets, “blue” tarps, shovels, brooms, and anything else that could be needed in this effort. Jim indicated that things donated would be taken into the Hacienda where they will be sorted and provided to the needy.
We are setting this Friday, October 17 as the flight day. If you can participate, plan on arriving Alamos around 2:00 P.M. Special arrangements are being made so there will be no problem with Customs if you check in at Cd Obregon.
Lodging will be provided on Friday night for those working the airlift. Jim will give us a list of food to bring down so that it can be prepared for us. He has the means to cook but food is very limited.
In addition, we are asking for money. If you cannot make the flight in which each participant will have to pay for his own fuel and donations, we are asking that cash donations be made.
If you can participate either by picking up and / or delivering relief supplies or, by providing cash for fuel for those that do, please contact the BBP office.
Cash can be by credit card and the funds will be put into a pool and distributed evenly to those that make this relief flight. ($2,000 for 10 aircraft equals $200 per aircraft, no matter what you fly or how far you come)

Lets put together a real effort to make a positive difference for the people of Alamos and the surrounding area.

It is not good news. Jim and I have been e-mailing back and forth. I have indicated that depending on the needs, I can get both fixed wing and helicopters down there. He indicated he will get back to provide additional information as well as let me know if he needs aircraft. His family is safe and will be airlifted out in the morning.
Do not fly into the area unless requested. If help is needed, Jim will inform me and I will post an alert.

Alamos TFR Removed - 9/25/2008
The Alamos Presidential TFR will be removed Friday, September 25, 2008 at 8:00 A.M. The strip will still be controlled by the DGAC on 122.8 between 1300 and 1800 hours on Friday. There will be an estimated 50 aircraft departing Alamos to the south. On Saturday, Alamos will revert to an uncontrolled airport, talk on 122.8, you may or may not be answered.

Clarification of USCBP-2007-0064.
0064 is not dead. However, with the thousands of comments from the public of which about one-third indicated they were members of the BBP, CBP has re-opened the proposed rule to make changes to make the rule more workable for all parties involved.
In a series of meetings requested by the BBP with CBP, both parties have a much better understanding of how 0064 might impact general aviation regarding crossing the US Border as well as suggested changes without impacting the main reason for the rule, the security of the United States.
This has been very time consuming and has had its moments of exhilaration along with moments of frustration for the BBP staff and myself.
We anticipate additional meetings both at Riverside and DC as this comes together.

406 MHz ELT requirement is exempted for some aircraft - 7/1/2008
We are providing this critical Alert to all persons in our data base so that most that fly South will know about this important change.
406 MHz ELT requirement is exempted for some aircraft
Through a series of telephone conversations with the DGAC in Mexico City, and now in written form, we were able to confirm that Mexico has considered the BBP’s and AOPA’s request to delay the implementation of the 406 MHz ELT requirement. Their decision is that the exemption for this requirement will be extended for all private non-commercial aircraft flying in Mexican airspace for the next yet to be defined period of time. After that time, all aircraft will have to have a 406 MHz ELT.
This was a scary battle as just a week ago, we were informed that after July 1, 2008, any aircraft in Mexico that was ramp-checked and found to not have a 406 MHz ELT would be grounded and subject to a fine.
In our request to the DGAC for an extension of the ruling, we pointed out that this ruling would put undue hardship on the flying community as 1) it would keep most US pilots from entering Mexico until they had a 406 installed, 2) that many pilots would enter Mexico without knowledge of this new rule and be subject to grounding, 3) that many foreign aircraft are now in Mexico and would have no way to return to their country of origin, and 4) perhaps most important and caught the biggest attention, was the fact that many N-numbered and X-numbered aircraft are owned and flown by Mexican pilots and Mexican corporations which do not have the 406 MHz ELT thusly grounding almost all Mexican owned and operated private aircraft.
However, there is no extension to commercial aircraft or, an aircraft flying for hire. These aircraft must have a 406 MHz ELT installed in their aircraft when in Mexico’s airspace after July 1, 2008.
Mexico has put together an aggressive ramp-check program for all commercial aircraft. All Commanders of all controlled airports have gone through extensive training as to how to perform a ramp-check and it must be assumed that there may be grounding of some commercial aircraft for the ELT issue as well as other items.
All of the above being said, it is imperative that all who fly be it in the US, Mexico, or anywhere else have a 406 MHz ELT installed in their aircraft. On February 1 of 2009, Monitoring of 121.5 will no longer be provided via satellite which really means is that if you have an accident, your 121.5 ELT will be activated but, for the signal to be heard, there must be an aircraft in the immediate area and it must be monitoring 121.5.
I have had a 406 installed in the BBP’s Twin Commander, the cost was about $1,200 for the ELT and about $200 to install. Or, the cost was about the same as taking on one full load of fuel. Looking at the big picture, the 1k + expense is not a big deal.
I must point out that both Claudia and myself put a lot of time and expense into the ELT challenge. Now, we will return our focus on the USBCP rule regarding reporting border crossing. Perhaps someday this business will be fun again.

Ever since the US has dropped publication of its WAC charts for lower Mexico, we have had to fly using ONC, JNC, and other charts to fly below the coverage of CH-22 and CH-23. That has now changed.
In 2006, I was involved in Director General Gilberto Lopez Meyer’s committee to look at ways to make flying in Mexico safer and simpler. One of the suggestions had been that Mexico create a set of WAC charts that covered all of Mexico. At that meeting....

I recently had about 6 hours of meetings with CBP regarding proposed 0064. I have formulated a six page report on these meetings which will be posted on Wednesday, August 19. A lot of information was exchanged with both parties learning more about what is needed and how to get it.
Cheap fuel
Karaen and I just got back from a one-week flying trip up to and around in Oregon for a class reunion. I am still in a little pump-shock regarding the cost of fuel. As 90% of my flying is “south of the border”, I have not had to purchase any fuel in the US for quite a while. So, at US$6.50 a gallon, 220 gallons cost me US$1,430 (twice) for our trip.
However, I did not have to pay a “wing tax”.
So, with fuel so cheap in Mexico, it is time to fire up and head south. Let’s see, if I would only have graduated from Cozumel, fuel would have only cost me $814 (twice) plus the wing tax (twice)
So, perhaps we should be thinking more about flying south where the flying is a lot less expensive and, come back with a full load so that we can still do those $200 hamburgers here in the States.

Overcharging in Saltillo, other airports - 7/22/2008
As previously noted, we have gotten several reports that several International Airports, including Saltillo (MMIO) has been charging for both the Multi-Entrance Authorization and the General Declaration when requested at the same time.
This is wrong.

Incorrect charges at some airports - 7/7/2008
We have had a report from one of our members that MMIO (Saltillo) has been charging persons for both the Multi-Entrance Authorization and....
Final Notice from the DGAC regarding 406MHz ELTs to be installed in Aircraft. - 7/10/2008
We are providing this critical Alert to all persons in our data base so that most that fly South will know about this important change.
This morning we received an e-mail form Mauro R. Gomez Peralta Damiron, Sub-Director of the DGAC who indicates the following:
That in order for an aircraft to fly in Mexican Airspace, that after July 1, 2008, the aircraft must have a 406MHz ELT installed in the aircraft.
However, for aircraft that do not have a 406MHz ELT, Mexico is making an allowance for continued use of existing 121.5 ELTs to July 1, 2009 or, when the battery on the existing 121.5 ELT is due to be replaced, which ever comes first.
This “Card of Policy” is going through the process of becoming an integral part of the PIA in which the obligatory date declared is July 1, 2008, but stating the allowance as indicated above.
The PIA is Mexico’s Publicacion de Informacion Aeronautica or, the official manual containing the rules and regulations for flying in Mexico as well as contains a listing of all International Airports. It is much like the Jeppesen except it is an official government publication.
In a follow-up conversation with Captain Gomez, we confirmed the following:
That this allowance is for all aircraft, private not for hire) and commercial. (for hire)
That this Card of Policy is still being generated and will be circulated to all airport Commanders within the next several days.

Expedited Passports - 1/23/2007
We have had a lot of concerns regarding the new Passport rules and how they are being enforced. We have feedback that persons arriving via private aircraft without passports are OK but are getting a strong warning that they will be required in the near future. To assist those that do not have a passport, I am listing a service that I use. Turnaround is about four or five days at a cost of less than US$100. (the price I paid about three years ago to add pages)
You can still get passports direct from the Government but I use this service as I find it better to be able to track and know when I will receive my documents.

On March 24th and 25th in Monterrey, Mexico, there is to be a very important meeting regarding border crossing, rules and regulations when flying in Mexico, runway safety, and more. The BBP is speaking as well as will be on the panel answering questions from the attendees.
In attendance will be the Director General of the DGAC, several of his Sub-Directors, as well as persons from the FAA. The BBP has a block of 10 rooms set aside for this event. Landing and parking fees have been waived at MMAN. If at all possible, please attend and support the BBP in its efforts. Meeting in Mexico with the DGAC - 6/16/2006

The hammer is coming down.... - 11/21/2007
The cutoff date for comments is at midnight tomorrow. (December 4) There is some talk that the CBP will be accepting comments after the fact but that is not known at this time.
At the close of comments, all posted comments will be reviewed by CBP and a decision will be made. We, in addition to AOPA, COPA, etc. are aggressively requesting a joint meeting with CBP in DC.
If members have another comment they wish to make, this is the time. Another couple hundred posts could make a huge difference in your ability to cross the border in the near future.

CBP has just informed us that they are extending the comment period for 0064 through December 4. And CBP is now getting heat from the Congress. As New Mexico Rep. Steve Pearce wrote Transportation Secretary Mary Peters: “As someone who has flown from Mexico to my hometown of Hobbs, N.M., on dozens of instances can tell you how radio strength and lack of manpower could cause thousands of travelers to be grounded in foreign countries.

Major changes at Flight Services, Telephone number changes. - 5/4/2007
In a continuing effort to consolidate Flight Service Stations, the FAA is closing 42 Flight Stations. All work handled by these closed stations will be moved to three major hubs, one in Washington DC, one in Fort Worth, and one in Prescott (AZ).

Fuel problem at Mexicali - 5/21/2007
We were contacted by one of our members this morning who indicated that they felt that they were getting shorted on their fuel at Mexicali. Prior to landing, they set up a test whereby they ran a 40-gallon aux tank dry prior....
San Felipe out of fuel, they indicate that they should have fuel by Wednesday. They will tell us when it happens.
